Jennifer Stephanie Barillas

Manager of Small Business Enterprises

Jennifer Barillas is the Manager of Small Business Enterprises at the United States Hispanic Chamber of Commerce (USHCC), where she leads national efforts to engage and empower small businesses. In her role, she oversees the Small Business Enterprise membership program, drives participation in USHCC signature events, and connects small businesses with resources ranging from procurement opportunities to access to capital and certification partners.

Born in Quetzaltenango, Guatemala, and raised in San Diego, California, Jennifer grew up in a family of immigrant small-business owners, where she learned the values of perseverance, service, and community. She graduated with honors from the University of California, Irvine, earning dual degrees in Political Science and Social Policy and Public Service. She was also recognized with the Chancellor’s Award of Distinction, one of the university’s highest honors for leadership and academic excellence.

Jennifer is passionate about expanding opportunities for small businesses and is committed to ensuring they have the resources to thrive in domestic and international markets.

Outside of work, Jennifer enjoys visiting museums, supporting local businesses, and finding the best cup of coffee in every city she visits.
